It started with a question:
What is the future of the legal industry?
When strategists look towards the future, they often look 3-5 years out. At the 4th Annual TLTF Summit, we convened a group of forward-thinking legal industry leaders to explore a different future: how the legal system may evolve by 2040. That conversation surfaced a critical insight: the industry is not on a single path forward. Technology, regulation, market dynamics, and shifting expectations are converging in ways that make the next 15 years genuinely uncertain. Pathways is a project that begins to map that terrain more clearly through specific scenarios, for every audience navigating it.

Most strategic planning looks three to five years ahead. At the 4th Annual TLTF Summit, forward-thinking leaders came together from across the legal ecosystem to ask a harder question: what will the legal system look like in 2040? The conversation surfaced a critical insight. The industry is not on a single path forward.
Technology, regulation, market dynamics, and shifting client expectations are converging in ways that make the next 15 years genuinely uncertain. No one can predict which future will arrive. But we can prepare for the futures that might.

The Methodology
Built on theThree Horizons framework
Pathways uses the Three Horizons framework, developed by Bill Sharpe, the same approach applied by major institutions in energy, finance, and geopolitics. The goal is not a single prediction, but a rigorous way of thinking about multiple possible futures.

Horizon 1
The Way Things are Now
The dominant system representing business as usual. It includes the stable and reliable systems we depend on, but over time it begins to lose fit with a changing environment.
In Horizon 1 we ask:
Why is change necessary, and where are we already seeing signs of strain or disruption?
Horizon 2
The Messy Middle
The transition zone. It is the bridge between our world today and the emerging future.
In Horizon 2 we ask:
Where do we have momentum toward the change we want, and who can we learn from and partner with?
Horizon 3
The Vision that Could Be
The long-term successor to Horizon 1. It introduces completely new ways of doing things that are far better suited to the emerging world. Horizon 3 grows from “pockets of the future in the present,” early manifestations of radically different approaches.
In Horizon 3 we ask:
What will we stand for in the future, and what will we be proud of?
